It's not that they use the kids, they're teaching them to survive, one day they're going down into the abyss and they need to be prepared, you must be of a certain age and have a specific skill level to earn a new whistle (blue, purple or black, the kids with red whistles are allowed only on the first layer just by the surface) and you must have one of those specific whistles to gain access to lower layers.
