If you really think about the nine tails, we’ve never even seen him do anything that would warrant him being basically jailed inside of Naruto.
At the beginning of the series, he’s painted as a monster who attacked the leaf village. But now we know that he didn’t do that of his own free will. He was being controlled by Madara.
Then he defended himself against Minato and Kushina because they tried to lock him up again.
Of course we don’t know if he did anything before that to justify a life sentence. But Lady Chiyo said that all tailed beasts were used as tools for military strength.
If I got a life sentence basically because the military wanted me as a weapon, I’d have a lot of hatred too.
