he already would’ve killed naruto if naruto didn’t move his chidori from his vital spot that was a attack to kill naruto, he didn’t wanna do what itachi told him to do thats why he chose his own path like his father told him walk your own steps not your brothers, he killed karin he killed sakura they just barely got saved
he cared but the chidori and rasengan canceled each other didn’t you see the big burst lol he already would’ve killed naruto if naruto didn’t move the first chidori attack from his vital spot to the shoulder, he just remembered his father's word later to not walk on itachi's path that was most of the reason he didn’t kill naruto to gain mangekyo he wanted to go his own path to obtain those powers since he didn’t want to be like itachi and he disliked him a lot so he thought why would i listen to him ill do things my way
