The way the Hokage's office is run is just kind of garbage, Naruto should only be performing very important tasks that only he can do, the rest should be done by staff. Boruto said it best, LITERALLY anyone could fill in for him. It makes for a good narrative though.

Truly the low point in the relationship between Boruto and Naruto. This was a major fuckup on Naruto's part.

The problem with Naruto is that he's never been academically gifted or even competent and thats why it takes him so long and requires so much effort to complete all of his administrative Hokage duties and in this day of age of peace thats the majority of his work and since he is 100% dedicated to his job he tries so hard to to do and finish everything unfortunately at the expense of his family.
