Naruto has to treat Boruto like everyone else and hold him publicly responsible for cheating, he can't cover it up just because it's his son. That's wrong, and could destroy the reputation of the Hokage and the Leaf if it was discovered. That being said, I think it's true that Boruto wouldn't have done any of this if Naruto had spent more time with him. They are both in the wrong.

Sad thing if i remember well in the movie before Naruto go down to Boruto, he asked Hinata to check Boruto arm with her byakugan as Hinata confirmed that Boruto had a device on his arm and they did not put that scene in the series. That scene had such a more harder impact in the movie.

Yes Naruto had to do it infront of everybody to teach Boruto humilidity and learn how his actions effected everybody in the tournament. And besides they couldnt announce Boruto the winner and not say why with a whole crowd and village watching

Still so hard to listen to this dub. It's like they had to pick the most annoying voices. Good reaction though.

He still had to be Hokage, he couldn't show Boruto any special treatment. Sucks it happened, but Boruto sacrificed his integrity for attention. Life lessons will be learned.
