Pain isnt really wrong his idea would work if people experience something terrible then they would restrain from causing more conflict, its like in our world there is piece and unity once something really bad happens that affects the whole world or at least most of it, so his philosophy is based on reality :) he could also just annihilate everybody and then there wont be any more conflict so thats a simple solution :) he isnt idealistic at all he is being real :)

Basically, Pain wants to create an analog to our nuclear weapon. In our world big nations won't go with an open conflict against other big nation because of nuclear threat. And no, Pain is not seeking revenge.
