Nice you asked. It think he was just slow, and or because Kishimoto was inexperienced. Otherwise, Naruto wouldn't be so dumb from time to time and the woman would have a brain. It's a very good action show, but to me, who also reads and watches romance, Shonen, adventure, fantasy etc. it's a weak story show. How it normally is the case with action and porn 😅 Anyway, TV Tokyo was a lot faster than Kishimoto. Half of the end game is a filler festival, and not even good ones, but additional flash backs about inbetweens which take place in OG Naruto, Short Stories and random side stories and explanations which are nearly advertisement 😅 I personally think TV Tokyo did a good job, there is no reason to hate all the fillers. But there are such and such of course

I agree to fillers, if there will be a lot of downloads in a short time (because at the end of an important event). That is, to speed up the release of series on the site, but it is unlikely to be.

I liked pretty much all the FILLERS up to like Naruto Shippuden episode 400 that's when some of the filler was weird. Plus Suzy you say you like the filler, but you seem to be annoyed every time there is filler. Not to mention during Naruto's training for the Wind nature you thought that was boring and it was considered Canon and not filler.

Yeah Narutos a Jump manga. And that means every week no exception. If Kishimoto wanted to avoid this he would hafta have gone indie meaning he would have had to handle the biz end. Its a price to pay. Who now how that would turn out? But anyway Kishimotos badass enough to run the Jump Track and still redefine manga writing. Believe me when I say it Jump MangaKa live like Boot Camp, they do their thing like everyday. They're worked like horses. People who read Bakuman know what I'm talkin about. So as well as I'm sure most of us know about:

When you have a hit manga like Naruto running like a storm and an anime also storming it up, the anime team must be able to produce with a clear idea of what they're working with. As a result, in order to do it right ya gotta have the right team for the right scenes and doing that means alot of planning.

So, the Anime Team has to wait for Kishimoto and his crews manga chapters be basically an arc ahead because theres no way they can animate at the same weekly rate as the manga chapters come out. Rurouni Kenshins anime producers made this grave mistake and thats why its anime is missing its final chapter.

And thats the true purpose of fillers. Theyre simply there to pace out the Original to Adaption rate. If ya think about it its thanks to fillers that we get to enjoy those very special episodes like this one where the animation is just beyond expectation. Ying to the Yang. Lets just be glad were not watching Bleachs :p

Skip the next arc, it's a long, drawn out filler without any relevance whatsoever. Canon episodes return at EP 113.

Toriyama was kept under high pressure to keep up with the pace of the anime. Few times was the anime paused, so they needed to add fillers which imo damaged the franchise. Not all fillers are bad tho, but sometimes is just ridicolous the amount we have.
