What you probably don't realize is your actually approaching the "final arc" of the series. Kishimoto deemed it the climax of naruto. But its an insanely huge arc, more so a saga then anything divided into sub arcs.

It's good how they show the goofy side of the Mizukage, Raikage, and Tsuchikage before they show them in action. They could have been just faceless monster shinobi if they hadn't shown their lighter personalities first.
