Head captain doesn't make all the decisions.. but what gets me is how everyone was so into just following the rules knowing damn well how bs it sounds executing Rukia the way the were going to just because she gave her powers away.. like what did Rukia ever do to deserve such a harsh punishment? (This was my reaction up to this point of the show). I had no idea why the very soul society the ones that keep the balance between hollows and souls, would just believe it was alright to give this treason like punishment to Rukia in the first place. (Again my initial reaction up to this point myself)
Suzy was right on the money. This is a military organization that has been around for hundreds of years and is now run by boomers lmao. The boomers being Central 46 and Yamamoto. Yamamoto doesn't make the decisions, but he makes the choice to enforce those decisions which makes him equally as responsible for the outcome.

The Captains (who are the only ones who could actually stop the execution by force) all have wildly different personalities and motivations. When you look at in retrospect, it makes a lot of sense. You have 3 out of 13 Captains who literally planned the execution lol. So already that's 23% of opposition to the execution gone from the start. Then you have 4 of 13 (30%) who are the type to always follow orders and were pro-execution - Yama, Byakuya, Soi-Fon, and Komomura. Another 4 of 13 (30%) who are the more free thinking captains who were anti-execution - Ukitake, Shunsui, Toshiro, and Unohana. And lastly two Captains (15%) who are completely uninterested in the execution and it's morality: Mayuri and Kenpachi. So considering there were 4 Captains breaking MAJOR laws cause they either opposed the execution or knew it was fraudulent, I wouldn't say it was "everyone" who approved. 30% of soul society rebelled against itself, it caused a civil war.
