Yes it is. It's not in the manga therefore its filler. The story may be canon but it is still filler.
Tell me, what word do all the filler lists use to call the episodes that aren't filler? It's not that whatever's not in the manga is filler it's whatever is not in the manga is usually not canon so it's usually filler but this is not the case for itachi shinden
