Pain had NO plans at all to bring back the villagers. He only did it because of Naruto.

I think she is still missing one most important point about pain's ideology....and that is he was not going after revenge.... otherwise the hidden leaf would have been destroyed almost before naruto being born lol...better if u watch the speech again suzy... then u'll entirely get what pain was trying to do
